Guidance	Check that the correct source of funding is used when recording the combined authority programme type
Description	If the combined authority programme type has been returned the Source of funding must be a combined authority.

Detailed error condition

Detailed description	If the combined authority programme type has been returned ( LearningDelivery.ProgType = 33) the Source of funding must be a combined authority. (error where LearningDelivery.ProgType = 33 and DD35 = N)
