Intent	This rule ensures that the programme type recorded in the ILR is valid at the start of the learning aim
Guidance	Check that the programme type is valid at the start of the aim
Description	If the apprenticeship standard programme type has been returned, the aim must be apprenticeship funded

Detailed error condition

Detailed description	If the apprenticeship standard programme type ( LearningDelivery.ProgType = 25) has been returned, the aim must be apprenticeship funded (error where LearningDelivery.FundModel <> 81 or 36)
Exclusions	This rule is not triggered by non funded apprenticeships (LearningDelivery.FundModel = 99).
