Intent

This rule ensures that the learning aim is valid for study on the learners original start date under funding model 35

Guidance

Check the validity start date and end date in LARS ensuring that the aim is valid on the original start date recorded in the ILR, if the aim is not valid on the date recorded in the ILR the original learner start date must not be used.

If the Original learning start date is returned and the aim is Adult skills funded then the Original learning start date must be between the validity start date and end date in the LARS database for this learning aim

If the Original learning start date is returned (LearningDelivery.OrigLearnStartDate is known), and the aim is Adult skills funded (LearningDelivery.FundModel = 35), then the Original learning start date must be between the validity start date and end date in the LARS database for this learning aim

(error where there is no record where LearningDelivery.OrigLearnStartDate is between LARS_StartDate and LARS_EndDate in the LARS_Validity table where (LearningDelivery.LearnAimRef = LARS_LearnAimRef and LARS_ValidityCategory = ADULT_SKILLS, UNEMPLOYED, OLASS_ADULT or MCA_GLA )

Exclusions

This rule is not triggered by apprenticeships (DD07= Y)
Level 3 Free Courses for Jobs (LearningDeliveryFAM.LearnDelFAMType = LDM and LearningDeliveryFAM.LearnDelFAMCode = 378)
