Guidance	Add the restart indicator if the learner has a valid learning start date recorded in the ILR
Description	If the Original learning start date is returned then there must be a Restart indicator

Detailed error condition

Detailed description	If the Original learning start date is returned (LearningDelivery.OrigLearnStartDate is known), then there must be a Restart indicator (error where there is no record of LearningDeliveryFAMType.FAMType = RES)
