Detailed description	If Combined Authority Source of funding indicator has been returned (DD35 = Y) then the aim must not be an Apprenticeship, a Traineeship or a T Level programme. (error where DD35 = Y and LearningDelivery.ProgType = 2, 3, 20, 21, 22, 23, 25, 24, 30 or 31)
