Detailed description	If the Event Indicator FAM type is returned ( LearningDeliveryFAM.LearnDelFAMType = EVI), then the Date applies from must be returned. (error where there is a record of LearningDeliveryFAM.LearnDelFAMType = EVI LearningDeliveryFAM.LearnDelFAMDateFrom is not returned)
