Description	For starts on or prior to 31 July 2024 and if a Combined Authority Source of funding has been returned then the funding model must be Adult skills or Community Learning

Detailed description

For starts on or prior to 31 July 2024 ( LearningDelivery.LearnStartDate <= 2024-07-31) and if a Combined Authority Source of funding has been returned (DD35 = Y) then the funding model must be Adult skills or Community Learning (error where LearningDelivery.FundModel <> 35 or 10 )
