For Adult Skills Fund provision ( LearningDelivery.FundModel = 38), and the learner is 19 or over on 31 August of the teaching year in which the learning started, an Employment status record must exist

(error where LearningDelivery.FundModel = 38 and there is no Employment status record where LearnerEmploymentStatus.DateEmpStatApp < LearningDelivery.LearnStartDate of the learning aim)
