For aims that are 16-19 funded ( LearningDelivery.FundModel = 25 or 82), and the learner is under 19 ( Learner.DateOfBirth < 19) on 31 August of the current teaching year, the source of funding must be 16-19 (error where ( LearningDelivery.LearnDelFAMType = SOF and LearningDelivery.LearnDelFAMCode <> 107)
