If the learner is an 'OLASS - Offender in custody' ( LearningDelivery.FundModel = 35 or 81 and ( LearningDelivery.LearnDelFAMType = LDM and LearningDelivery.LearnDelFAMCode = 034)), the learner should be 18 or over at the start of learning (error where LearningDelivery.LearnStartDate - Learner.DateOfBirth < 18 years)
