Detailed description	If a Contact preference type is returned (LearnerContactPreference.ContPrefType is known), the Contact preference code must be a valid lookup for that Contact preference type (error where LearnerContactPreference.ContPrefCode <> valid lookup on ILR_ContPrefTypeCode)
