Intent	This rule ensures that the PMR date recorded is not after the file preparation date as payments can only be recorded once they are received
Guidance	Check that the financial details recorded to ensure that the PMR dates are not set after file preparation date, PMR records can only be reported once they are paid and should not have a future date.
Description	For the apprenticeship standard programme, the apprenticeship financial record date for a price record must not be after the achievement date or must not be after the learning actual end date where the learner has withdrawn.

Detailed error condition

Detailed description	If a Payment record date has been returned ( AppFinRecord.AFinType = PMR and AppFinRecord.AFinDate is returned), the Payment record date must not be after the file preparation date. error where: there is a record of AppFinRecord.AFinDate where AppFinRecord.AFinType = PMR and AppFinRecord.AFinDate is > file preparation date
