R05 Common errors and supporting guidance

Guidance for understanding the ILR and correcting data.

Prepare for R06 by correcting your data from R05. Your reports will indicate what can be corrected to ensure the dataset is accepted.

Error message

The Full funding indicator is not valid for this learning aim

Rationale and guidance

For starts after 31 July 2020, learners who are aged 24 and over at the start of the learning aim who are studying a qualification funded by adult skills which is a level 2 or below cannot claim full funding for the aim unless they meet a valid exemption as stated in the funding rules.

Error message

The Learning aim reference is not valid in the LARS database for this Funding model and this Learning start date.

Rationale and guidance

Where the funding validity does not match table 1 the error will trigger, it is good practice to check LARS each year to ensure the learning aims previously offered have not expired. This error is being triggered because the learning aim reference entered is not valid on the start date of this learning aim. Check and enter a valid learning aim reference.


LearnAimRef_89

Error message

The Learning aim reference is not valid in the LARS database for this Funding model for this teaching year.

Rationale and guidance

Each year check to ensure the learning aims offered have not expired. The error is being triggered because the chosen learning aim expired in the previous year. Usually, the error is triggered due to closed aims from a previous year being returned in the current year. Remove these records if this is the case. Previous guidance but I believe it is still accurate for this rule


R59

Error message

There is more than one record for this ULN. There mustn't be multiple records with the same ULN. Check each record has a different ULN.

Rationale and guidance

This rule has been changed from a warning to an error in 20/21 to ensure that multiple learner records are not recorded in the ILR for the same ULN to improve data quality. To clear this error the original learner record should be used to record the new aims when a learner moves to another area of study within the same provider.


R122

Error message

The achievement date is not known, therefore the Date applies to record must be the same as the Learning actual end date.

Rationale and guidance

This error triggers where the learner has been recorded with an actual end date but the ACT “TO” date does not match, until the achievement date is entered this should be the same to pass Validation. Once the achievement date is entered the ACT “TO” date should be changed to match.


R108

Error message

Learner destination and progression' record is missing. As the funding learning aims are now complete, learner destination and progression' must be entered within 2 months of the actual end date of the last aim to be completed. Check 'learner destination and progression' is recorded.

Rationale and guidance

The destination and progression record must be returned within 2 months of the completion of the relevant learning aim. The 2 month period has expired and a record must be returned. Please ensure that the learner reference and ULN used on the Destination record matches the reference in the main ILR record so that they can be linked to ensure that this error does not trigger.


LSDPostcode_02

Error message

The learning aim start date postcode is not valid on the start date of the learning aim and the source of funding.

Rationale and guidance

Check the learning aim start date and the postcode against the published reference table available in the Adult Education Budget (AEB) postcode files  to identify the valid combined authority area at the start date of the learning aim.

If this doesn't match the combined authority source of funding, contact the relevant combined authority.


EmpId_10

Error message

The Employer identifier has not been returned

Rationale and guidance

Where the learner is undertaking an apprenticeship programme and is 'in paid employment' on the programme start date, then there must be an Employer identifier that applies which is valid on the Enhanced Employer Data Service (formally known as the EDRS Service) which matches the Employment status record.

EmpStat_08

Error message

An Employment status record has not been returned that applies prior to the Learning start date

Rationale and guidance

For Apprenticeship learners who are 19 or over on their learning start date, an Employment status that starts at least the day before the learner start date must be recorded in the ILR. This error will trigger if the Employment status is recorded on after the learning start date in the ILR.


ULN_07

Error message

This Unique learner number must not be used

Rationale and guidance

This rule triggers after the start of January in the current teaching year, it triggers where a learner has a ULN number of 9999999999 and they are erolled on a programme which lasts longer than 5 days. To clear this error each learner will need a Unique learner number adding to the data, the ULN numbers can be found on the Learner Records Service.
