Guidance	Check that there is not more than one open ACT code recorded for the learner in the ILR, there must not be multiple records active at one time.
Description	If the Apprenticeship contract type is returned, there must be an apprenticeship contract type that applies from the start of the aim

Detailed description	If the Apprenticeship contract type is returned LearningDelivery.LearnDelFAMType = ACT), there must be an apprenticeship contract type that applies from the start of the aim (error where there is no record where LearnDelFAMDateFrom = LearnStartDate )
