Intent	This rule ensures that type of instance is recorded correctly if the learning actual end date has been returned
Guidance	Ensure that, the type of instance is recorded as 1 if the actual end date is in the same academic year as the learning start date and the completion of year of instance is recorded as code 1
Description	If the learning aim started on or after 1 August 2009 the Learning start date and Learning actual end date are in the same academic year and the Completion of year of instance is code 1, then the Type of instance year must be code 1

Detailed error condition
Detailed description	If the learning aim started on or after 1 August 2009 ( LearningDelivery.LearnStartDate => 2009-08-01), the Learning start date and Learning actual end date are in the same academic year ( LearningDelivery.LearnStartDate AND LearningDelivery.LearnActEndDate = same academic year), and the Completion of year of instance is code 1 ( LearningDeliveryHE.FUNDCOMP = 1), then the Type of instance year must be code 1 (error where LearningDeliveryHE.TYPEYR <> 1)
