If the earliest start date of the learning aims is on or after 1 August 2013 (DD06 => 2013-08-01), and the Mode of study is 'Full-time or Sandwich' ( LearningDeliveryHE.MODESTUD = 1), then the Term time accommodation must be returned (error where LearnerHE.TTACCOM is unknown)
