Intent	This rule ensures that the Student FTE is returned on an applicable learning aim when the HE dataset is returned
Guidance	Ensure that, if the STULOAD code is recorded correctly and is valid in the ILR specification
Description	If the Learning Delivery HE data set is returned, and the learning aim started on or after 1 August 2013, then the Student instance FTE must be returned

Detailed error condition

Detailed description	If the Learning Delivery HE data set is returned (LearningDelivery.LearningDeliveryHE is known), and the learning aim started on or after 1 August 2013 ( LearningDelivery.LearnStartDate => 2013-08-01), then the Student instance FTE must be returned (error where LearningDeliveryHE.STULOAD is unknown)
