Intent	This rule ensures that if the SPECFEE is recorded as sandwich placement if the mode of study is recorded as code 2
Guidance	Ensure that, if the Mode of study is recorded as code 2 the SPECFEE code is recorded as code 1
Description	If the learning aim start date is on or after 1 August 2009, and the Mode of study is 'sandwich year out', then the Special fee indicator must be 'sandwich placement'

Detailed error condition

Detailed description	If the learning aim start date is on or after 1 August 2009 ( LearningDelivery.LearnStartDate => 2009-08-01), and the Mode of study is 'sandwich year out' ( LearningDeliveryHE.MODESTUD = 2), then the Special fee indicator must be 'sandwich placement' (error where LearningDeliveryHE.SPECFEE <> 1)
