Description	If the Learning Delivery HE data set is returned, then the Special fee Indicator must be a valid lookup

Detailed error condition

Detailed description	If the Learning Delivery HE data set is returned (LearningDelivery.LearningDeliveryHE is known), then the Special fee Indicator must be a valid lookup (error where LearningDeliveryHE.SPECFEE <> valid lookup in ILR_SpecFee)
