Description	If the learning aim started on or after 1 August 2013, then the Socio-economic indicator must be returned

Detailed error condition

Detailed description	If the learning aim started on or after 1 August 2013 ( LearningDelivery.LearnStartDate => 2013-08-01), the UCAS application code has been returned (LearningDeliveryHE.UCASAPPID is known), and Domicile code is within the British Isles (LearningDeliveryHE.DOMICILE = 'XF', 'XG', 'XH', 'XI', or 'XK'), then the Socio-economic indicator must be returned (error where LearningDeliveryHE.SEC is unknown)
