Detailed error condition

Detailed description	If any of the learning aims are T Level funded then there must be an Occupational Specialism learning aim present in the learner's record (error where there is a T Level funded ( LearningDelivery.ProgType = 31) learning aim and there is no learning delivery record where LearningDelivery. LearnAimRef = ZTLOSxxx
