If a T Level technical qualification has been returned (LARS_LearnAimRefType = 1468), there must be a matching programme aim

(error where LearningDelivery.AimType = 5 and LearningDelivery.LearnAimRef = LARS_LearnAimRef and LARS_LearnAimRefType = 1468 and and there is no programme aim (LearningDelivery.AimType = 1)
