Ensure that the ACT to date is not returned where the learner is recorded as continuing, if the learner has completed the actual end date should be updated accordingly

Description

For apprenticeship standards ,if the 'learner is continuing or intending to continue the learning activities leading to the learning aim' then the Date applies to for the latest ACT record must not be returned

For apprenticeship standards (FundModel =36, ProgType = 25),if the 'learner is continuing or intending to continue the learning activities leading to the learning aim' ( LearningDelivery.CompStatus = 1) then the Date applies to for the latest ACT record must not be returned

(error where LearningDeliveryFAM.LearnDelFAMDateTo of the latest ACT record is known)
