Intent	This rule ensures that the apprenticeship financial records are not added prior to the start of the apprenticeship
Guidance	Check the dates which have been added onto the initial financial records to ensure that they match the learner start date, if the learner start date is incorrect this will need to be updated to ensure both records match.
Description	For starts on or after 1st February 2019, if the Total negotiated price is returned then the Apprenticeship financial record date must not be before the Learning start date of the learner's learning aim

Detailed error condition
Detailed description	For starts on or after 1st February 2019 ( LearningDelivery.LearnStartDate >= 2019-02-01), if the Total negotiated price is returned ( AppFinRecord.AFinType = TNP and AppFinRecord.AFinCode is not null) then the Apprenticeship financial record date must not be before the Learning start date of the learner's learning aim (error where AppFinRecord.AFinDate < LearningDelivery.LearnStartDate )
