Description	If returned, the Learning start date must not be after the 'Valid to' date in the Qualification on entry lookup table

Detailed error condition

Detailed description	If returned (LearningDeliveryHE.QUALENT3 is known), the Learning start date must not be after the 'Valid to' date in the Qualification on entry lookup table (error where LearningDelivery.LearnStartDate > 'Valid_To' date in ILR_QualEnt3 for this LearningDeliveryHE.QUALENT3)
Exclusions	This rule is not triggered by restarts (LearningDeliveryFAM.LearnDelFAMType = RES)
