Detailed description	If the Learning Delivery HE data set is returned ( LearningDelivery.LearningDeliveryHE is known), and the learning aim started on or after 1 August 2010 ( LearningDelivery.LearnStartDate => 2010-08-01), then the Qualification on entry must be returned (error where LearningDeliveryHE.QUALENT3 is unknown)
