Description	If the Domicile is Scotland, the Major source of tuition fees should not be 'English or Welsh LEA award' or 'DELNI/Northern Ireland Education and Library Boards'

Detailed description	If the Domicile is Scotland ( LearningDeliveryHE.DOMICILE = XH), the Major source of tuition fees should not be 'English or Welsh LEA award' or 'DELNI/Northern Ireland Education and Library Boards' (error where LearningDeliveryHE.MSTUFEE = 2 or 4)
