Intent	This rule ensures that the mode of study is recorded correctly
Guidance	Ensure that, if the SPECFEE code is recorded as 4 or 5 then the MODESTUD must be recorded as code 3
Description	If the learning aim started on or after 1 August 2009, and the Special fee indicator field is 'final year of a full-time course lasting less than 24 weeks' then the Mode of study field must be 'part-time'

Detailed error condition

Detailed description	If the learning aim started on or after 1 August 2009 ( LearningDelivery.LearnStartDate => 2009-08-01), and the Special fee indicator field is 'final year of a full-time course lasting less than 24 weeks' ( LearningDeliveryHE.SPECFEE = 4 or 5), then the Mode of study field must be 'part-time' (error where LearningDeliveryHE.MODESTUD <> 3
