Description	If the Learning Delivery HE data set is returned, then the Mode of study must be a valid lookup

Detailed description	If the Learning Delivery HE data set is returned (LearningDelivery.LearningDeliveryHE is known), then the Mode of study must be a valid lookup (error where LearningDeliveryHE.MODESTUD <> valid lookup ILR_ModeStud)
