Detailed description	If returned ( LearningDeliveryHE.HEPostCode is known), the HE centre location postcode should be a valid postcode on the list of complete UK postcodes table or be ZZ99 9ZZ (error where LearningDeliveryHE.HEPostCode <> valid lookup on PAF_ILR_Postcodes or <> ZZ99 9ZZ)
