Description	If the Net tuition fee is returned, then the Gross tuition fee must be returned

Detailed error condition

Detailed description	If the Net tuition fee is returned ( LearningDeliveryHE.NETFEE is known), then the Gross tuition fee must be returned (error where LearningDeliveryHE.GROSSFEE is unknown)
