Guidance	Ensure that, if the FUNDLEV code is recorded correctly and is valid in the ILR specification
Description	If the learning aim started on or after 1 August 2009 and the learning aim type in the LARS database is an undergraduate learning aim then the Level applicable to Funding Council HESES field should be 'undergraduate' or 'Not in HESES population'

Detailed description

If the learning aim started on or after 1 August 2009 ( LearningDelivery.LearnStartDate => 2009-08-01), and the learning aim type in the LARS database is an undergraduate learning aim (LARS_LearnAimRefType = (0394, 1406, 1407, 1408, 9000, 9002, 9107, E007, 9112, 9111, 9110 or 9113) where LearningDelivery.LearnAimRef = LARS_LearnAimRef), then the Level applicable to Funding Council HESES field should be 'undergraduate' or 'Not in HESES population' (error where LearningDeliveryHE.FUNDLEV <> 10, 11 or 99)
