Detailed error condition

Detailed description	If the GCSE English qualification grade is 'D' or below or grade 3 or below ( Learner.EngGrade = D, DD, DE, E, EE, EF, F, FF, FG, G, GG, N, U,3, 2 or 1) then a Learner FAM type of 'Eligibility for EFA disadvantage funding' must be returned (error where there is no LearnerFAM record where Learner.LearnFAMType = EDF and Learner.LearnFAMCode = 2)
