Intent

To ensure that learners who are 24 or older at the aim start are not funded for level 3 aims in the year 1st August 2015 to 31st July 2016

Guidance

Ensure that, any learners who were 24 or older at the start of the aim, in the period 1 August 2015 to 31 July 2016, are not funded for level 3 aim starts through Adult skills

Description

If the learning aim started on or after 1 August 2015 and on or prior to 31 July 2016, and the learner is 24 or over at the start of the aim and the notional NVQ level of the aim is level 3 or above, then the Funding model must not be Adult skills

Detailed description

If the learning aim started on or after 1 August 2015 ( LearningDelivery.LearnStartDate => 2015-08-01) and on or prior to 31 July 2016 ( LearningDelivery.LearnStartDate < 2016-07-31), and the learner is 24 or over at the start of the aim ( LearningDelivery.LearnStartDate - Learner.DateOfBirth >= 24 years) and the notional NVQ level of the aim is level 3 or above (LARS_NotionalNVQLevel_v2 = 3, 4, 5, 6, 7, 8 or = H), then the Funding model must not be Adult skills

(error where LearningDelivery.FundModel = 35)

Exclusions

This rule is not trigged by apprenticeships (DD07 = Y),
OLASS learners ( LearningDelivery.LearnDelFAMType = LDM and LearningDelivery.LearnDelFAMCode = 034),
Restarts ( LearningDelivery.LearnDelFAMType = RES),
Trade union aims (LARS_LearningDeliveryCategory.CategoryRef = 19),
or by providers with an organisation type of Specialist Designated College ( LearningProvider.UKPRN = Org_Details.UKPRN and LegalOrgType = USDC),
Steel Industries Redundancy Training ( LearningDelivery.LearnDelFAMType = LDM and LearningDelivery.LearnDelFAMCode = 347)
