Detailed description

If the learner's learning aim is funded by the Office for Students (OfS) ( LearningDelivery.FundModel = 99 and ( LearningDelivery.LearnDelFAMType = SOF and LearningDelivery.LearnDelFAMCode = 1), the learner should be over 16 on 31 July of the current teaching year (error where Learner.DateOfBirth <> null < 16 years on 31 July of the current teaching year)
