Detailed description

If the learning aim is 16-19 funded ( LearningDelivery.FundModel = 25, 82), the learner should be aged 13 or over on 31 August of the current teaching year (error where Learner.DateOfBirth is known and < 13 years on the 31 August of the current teaching year)
