Detailed description

If the learning aim is Community Learning or Non-funded provision ( LearningDelivery.FundModel = 10 or 99), at the start of the learning aim the learner should be aged 4 or over (error where Learner.DateOfBirth is known and LearningDelivery.LearnStartDate - Learner.DateOfBirth < 4 years)
